A small group of activists were fighting a mall development in Maumee, Ohio.  Their weapon?  A seductively worded initiative petition that would require retail developments to be subject to voter approval.

Initial polling showed the activists had a big head start.  In fact, more than 70% of voters in the community supported their ballot issue.

If it passed, the issue would have killed the mall and had a chilling effect on retail development throughout the community.

Funk Luetke Skunda worked with General Growth Properties and other local community leaders to fight the ballot issue and win at the ballot box—with 57%.  How?  Using survey research, FLS designed a strategy that conceded that the community needed better development controls, but that this was the wrong way to do it.  FLS then rallied community leaders around the issue to bring credibility to the argument.
