Toledo Waterways Initiative

The Toledo Waterways Initiative is the City of Toledo’s 15-year, $450 million program designed to improve its aging sewer system.  As a subcontractor to Black & Veatch, the engineering firm overseeing the project, FLS developed and implemented a public involvement and education campaign.

The program informs and involves residents in the planning process for the program and includes:

• Citizen advisory committees
• Public meetings
• A web site
• Videos outlining the project
• Community input sessions
• Media relations

The city is now in the fifth year of the program.  The public education campaign has enabled the city to enact the rate increases necessary to fund the program and citizens have provided valuable input on construction at the wastewater treatment plant as well as in two of the city’s neighborhoods.
