Marina District

In 2001, the City of Toledo came to Funk Luetke Skunda with a unique challenge.  Win a ballot fight to waive its Charter to allow the City to participate financially in a new sports arena as part of a multi-million dollar riverfront development project.

The challenge—educate citizens that the project was not a tax levy, and get them out to vote in a low-turn out primary election.

FLS went to work, developing a clear and effective media campaign that was combined with a phone program that was ground breaking for this region.  The campaign worked.  Voters clearly understood the message, and still turned out to vote…even though the election was held on September 11, 2001.

The issue was approved with 75% of the vote.
