Defiance Zoning
It today’s world of zoning and public policy, things aren’t always done when they seem like they are done. In Defiance, Ohio, 5/3 Bank and Rite Aid had won the support of the local council to transform an area of substandard housing with neighborhood-friendly commercial development. But when historic preservationists filed a referendum on the zoning ordinance, everyone learned that the last chapter of the story hadn’t been written yet.
Funk Luetke Skunda was called in to help win the issue at the ballot box. Using survey research, Funk Luetke Skunda put together the messages that would motivate the community to support the issue. The firm employed a variety of tactics, including enlisting credible community leaders to carry the campaign’s messages to the general public.
At the beginning of the campaign, support for the zoning wasn’t even 40%. On Election Day, the issue won with more than 55% of the total vote.
